Let's get this started - you can feel free to add what's worked for you.
Tattooes - Thoroughbreds have a tattoo on their upper lip. If you can read it, the Jockey Club will trace it for you for $35. Just go here: www.tjcis.com/otherServicesDisplay.asp?section=3
If you have a horse's papers, try Googling the former owners' names. Put the whole name in quotes, then try putting the city or state outside of the quotes to narrow it down. Let's say I had a QH mare whose former owner was Gloria Greene in Modesto, California. I would Google the following:
"Gloria Greene" Modesto
Gloria Greene Modesto (in case a middle initial is used, this will give you the hit anyway - but lots of hits to go through!)
"Gloria Greene" California
"E-mail Gloria Greene"
You get the idea. These combinations are likely to find you the contact information you need. I would say 90% of the people I search for on Google, I find.
If you are searching for a Quarter Horse, I know AQHA will give you the name of the current registered owner on their web site if you join AQHA. www.aqha.com
